Muslims Should Be Heard

Muslims Should Be Heard is an excerpt from the parliamentary debate of Hon.Lakshman Kadiiragamar on 21st October 2003. It delves on 11 points why Muslims should be heard to achieve lasting solutions to the ethnic conflict in our country.

Before delving further into the booklet, I would like to give a brief about Late Lakshman Kadiragamar with whom I was associated for sometimes in his pursuit for peace building in Sri Lanka and around the world.

I see him a world class visionary, whether about resolving Sri Lankan issues or global issues. Regarding Sri Lankan issues he emerged beyond the confines of his community, party affiliations and other ethnic political identities in advocating what is right to be done in the country as an astute statesman.

I remember the first time I met him, he assigned me the task of developing a Diploma Programme in Islamic Studies for the Bandaranayake Centre for International Studies BCIS.  This was sometime after the 9/11 attack on New York Twin Towers. I asked him why a programme on Islamic Studies. His prompt answer was that “Islamic will be dominating the 21st Century therefore it is better to equip the diplomats and those in Foreign Service with a general understanding of Islam, its socio, political and economic thoughts.” He said that “in a world dominated by the media, the military industrial complexes, the Multi-national Corporation influencing power it will take a long time to understand the truth about the War on terror unleashed on the world”.     Therefore it is important for Sri Lankan diplomats in particular to understand the socio-political and economic dimension of Islam to prevent Sri Lanka from getting sucked into the machinations of global powers.”

His thoughts on the post 9/11 ever emerging new scenario and how the world will get sucked in rates him a leader Par Excellence.

Coming to the Booklet, Muslims Must be heard. The 11 points he raised at the parliament is so deep and pregnant with deeper insights and I believe that this review cannot fathom some of his deeper thoughts in this small review. However to do justice to this review I wish to explore the 11 points thus:

1st Consideration: He emphasizes that ‘durable peace can come only if the just aspirations of all communities in the country are met and stresses that ‘Unless the Muslim interests are taken into account and accommodated there will be no prospect whatsoever of a durable peace.’

2nd Consideration: He pointed to the then government that the CFA reached between the Government and the LTTE was frail and lacked protection to the Muslim community in the East in particular in spite of the Muslims being non belligerent. His contention then is as valid even now. That the Muslim position in the post war reconciliation process is not equitable and they are yet to be heard.

3rd Consideration: In further critiquing the CFA, he also critique the lack of vision of the Muslim political leadership for failing to position them to prevent further harm to the Muslim community through the CFA. This also raise the question about the status of the current Muslim political leadership whether they have matured enough to represent the Muslim interest in the ongoing reconciliation processes and find the rightful place for the Muslim community.

His 4th Consideration is very unique. He has defined what the Muslim Community is? This is something even the Muslim leaders have failed to define so comprehensively. While talking about the rights of the Tamils he alleges that Muslims are not similar to Tamils and hence call for a different but alternative approach about the situation of the Muslims. In pressing the Muslim case, he defines the muslin dimension thus: ‘The Muslim dimension is something else; it is different, because there is a religious bond that holds the Muslim community cohesively together’. And then defines that ‘The Muslims are not a linguistic community. Their aspirations are different from those of the ethnic Tamil community. By catering to the linguistic aspirations of the ethnic Tamil community, we are not dealing with the concerns of the Muslim community’. This is something that all those involved in the reconciliation processes must take note of that Muslim are different.

His 5th and 6th considerations are about providing adequate security to the Muslim in the east and to prevent Muslim youth from taking to arms to defend themselves. This is very important even now, especially in our time where there are global conflicts enveloping us. Any failure to equitably and justly resolve the current issues may produce disfranchised youth seeking to find their own solutions. Therefore an inclusive reconciliation process is an imperative.

His 7th Consideration is about the plight of the Muslim IDPs evicted from the Northern Province. At the time he raised this issues in the Parliament it was 13 years since eviction. Now it is 26 years the Muslim IDPs are still languishing and living a permanently impermanent life. The government, the international community and the Tamil political leadership must note their responsibility. Kadiragamer alleges that ‘this kind of discrimination is grossly unfair. It should not be tolerated either at home or by the International Community’.

His 8th point is a critique on the Muslim political leadership for failing to garner the opportunity to represent the Muslims as an independent entity at the negotiations. Regarding this he says that ‘the Muslim community as one of the communities directly affected in the North and East by final political outcome seeks to be represented independently as a third party to the negotiations which are supposed to led to an overall political solution. There cannot be viable final and durable political solution to the problem unless the Muslim community is heard and accommodated in its own right and not by proxy.’ This is pertinent even today, as to what extent are the Muslim interest accommodated in the reconciliation process is yet to be known?

9th and 10 considerations he calls for a collective and consensual approach from the Muslim community to represent them in the future talks.

In his final point, He confirms the endorsement of the International Community at the Tokyo Declaration on 10th June 2003 about the importance of taking full account of the delicate ethnic and geographical balance in the North and East and the need to move ‘expeditiously to a lasting and equitable political settlement based upon respect for human rights, democracy, and the rule of law… and the agreement of the Tokyo Declaration and Thailand Peace Talks to allow participation of Muslim delegations.’

Having gone through the 11 points of Late Lakshman Kadiragamar emphasising that Muslim must be heard in his adjournment speech in the Parliament on 21st October 2003, The review of thoughts about the Muslims, points to the fact that Muslim are yet to be heard and must be heard to find a lasting solution in our troubled nation. THANK YOU

North and East Merger and the Geopolitical Implications

“We are in an especially dangerous position, because we are in one of the strategic highways of the world. The country, which captures Ceylon could dominate the Indian Ocean‟. – Rt. Hon. D.S.Senanayake, the First Prime Minister of Ceylon

Sri Lanka is no more an island in the inter-connected world. The geopolitical problems of Sri Lanka is almost akin to a land locked country due to its geographical position in the Indian Ocean. Ever since the growth of maritime and other communications linking the island with the rest of the world, geopolitics has become an element to be considered in resolving our internal issues. Today internal issues are either influenced by or influenced upon external factors. Therefore Sri Lanka cannot be oblivious to regional and global happenings and the global community cannot be indifferent to what is happening in Sri Lanka.

The problem of the merger of the East with the Norther province is an intractable creation of geopolitics now. Post-colonial Sri Lanka had issues of nation building due to the divide and rule heritage left by colonial Britain. The answer to this should have been nation building through a constitutional process that accommodate diversities of race, religion, language, culture and other identities enabling its citizens to enjoy equal opportunities equally and equitably to enjoy in any parts of the country with in a solid framework of ‘rule of law’ without making citizens feel alien in their own country. Contrary to this, what ensued post-independence is a power struggle between its people to retain positions and powers inherited from Britain instead of recalibrating the structure to accommodate the aspiration of all its citizens.

Power struggle set one community against the other and the Sinhalese – Tamil conflict ensued with Muslims caught in between. Post-independent recalibration of power disfranchised the disproportionate perks enjoyed by the Tamils since British times. This set the threshold for federalist thoughts so that the Tamil elites could have an alternative accommodation in the evolving power structure. This grew from calling for 50:50 power share in the 40s, Federalism in the 50s and separatism in the 70s that culminated in the war for secession terrorising the whole nation that ended in 2009.

This seven decades saga since independence would have not dragged so much with bloodletting and animosity if nation building has been addressed properly concurrent with geopolitical realities.

Upon independence, when Sri Lanka was simmering at the thresholds of internal conflicts, India was recalibrating its position as a post-colonial nascent regional power. Its geopolitical concerns were about how to deal with its enemies at its border with China, West Pakistan and East Pakistan now Bangladesh. Its north, west and east were insecure and its south was neutral Ceylon a British protectorate then.

India became very keen in keeping its south secure and through effective use of the Non-Alignment Movement influenced Ceylon to get rid of the remnants of British power stationed in the island and influenced achieve republicanism by 1971. With republicanism Sri Lanka breathed an air of freedom but became insecure and vulnerable to Indian geopolitical machinations.

During this period, India cautiously nurtured strong government to government relationship whilst nurturing and building cultural and people to people ties between South Indian and Sri Lankan Tamils. This also rendered Palk Strait porous enabling physical interaction between Indian and Sri Lankan Tamils enabling smuggling between the countries and later weapons and movement of terrorists/mercenaries across the Palk Strait.

The morphology of Geo-demography in the region is such that, a majority community of a country is a minority community in the contiguous country. India taking this to their geopolitical advantage propelled them as big brother to the Northern Tamils and henceforth became a stakeholder in the Sri Lankan internal politics. This leverage they garnered by pretending to represent Sri Lankan Tamil interests and to negotiate with the GOSL. Growing conflicts in Sri Lanka generated boatpeople reaching the Indian shores across the Palk Strait. Long before the 1983 race riot, several non-state Tamil armed entities were operating in Sri Lanka and most of whom were camped, trained and facilitated in India. 1983 riot brought the LTTE to the centre stage as a formidable non state militant group working with the full knowledge of India. Over this period, India aided, abetted and nurtured Tamil militancy and emerged as a principal stakeholder in conflict resolutions in Sri Lanka. By 1987 a series of successful military operations by the GOSL was weakening Tamil militancy, India intervened by force that culminated in the signing of the Indo-Lanka Accord.

Indo-Lanka Accord 1987

Indo-Lanka Accord, the 13th Amendment to the Constitution, the establishment of Provincial Councils with a merged North-Eastern Provincial Council was not to the liking of the majority of Sri Lankans. It was an Indian imposed (not a solution) but a soft capitulation of Sri Lanka effectively influencing its independence and foreign policy. Thereby effectively trimming its independence to be concordant with the Indian geopolitical goals.

India used the political/community leadership of the Tamil community, the militant groups and the Tamil diaspora community effectively to achieve Indian geopolitical goals and betrayed the Tamil community lock stock and barrel by the time the war ended.

Had the Tamil community struggled to get what they deserved rightfully within the Sri Lankan framework without the Indian geopolitical factor, Sri Lanka would have been in a better position than otherwise.

Indian Geopolitics

India is not an enemy of Sri Lanka but does not want to let Sri Lanka independent enough to endanger its security from south. Therefore, Sri Lanka being a regional and a contiguous neighbour facing Indian Ocean where major trade routes are hugging, Sri Lanka must be cognizant of ensuring security to Indian South. India is also against the creation of Tamil Eelam as it can potentially be used to influence Tamil Nadu secede. Helping to build peace and reconciliation among all communities in Sri Lanka and making Sri Lanka a trouble free country serves Indian interest. On the other hand Sri Lanka must maintain neutrality to the extent of not endangering Indian security so that the fears of India can be allayed.

North-East Merger

North-East Merger is a result of Indian geopolitical power politics than Sri Lankan peoples’ choice. It has nothing to do with the aspirations of the Sri Lankan people. The concept of merger advocated is a merger of the multi-racial Eastern Province with the Mono racial Northern Province. The question of merger is a challenge to the Eastern Provincial people than to the Northerners. Northerners are a homogenous Tamil community with a small Muslim community. Whereas the Easterners are nearly equal mix of Muslims, Tamils and Sinhalese. Of these the Muslims and Sinhalese and a certain proportion of the Eastern Tamils are not in favour of the merger. Compounding this, the love lost between Tamil political/militant leadership during war and aftermath with the Muslim/Sinhalese people in the region is barrier to consent merger. This is further exacerbated by the post war Tamil political leadership and the Tamil bureaucracy in the state machinery preventing/inhibiting effective Muslim/Sinhalese resettlement in the original domicile area are a major drawback. As opposed to these, the reconciliation train that is moving with the International community’s support highlighting only the Tamil grievances with scant regard to and without addressing the Tamil political/militant premeditated ethnic cleansing and attempt at creation of mono-racial Tamil North-Eastern province.

New Dimensions and Parallelism in Sri Lankan politics

With the elimination of the LTTE by the Sri Lankan armed forces militarily, the geopolitical strangle hold of India primarily and the US-European geopolitical grip on Sri Lanka required change in stance. A quick recalibration was required by all parties Sri Lanka, India and US-EU in order to establish somewhat closer to status quo ante.

India having achieved its major geopolitical objectives over the last four decades by teaching Sri Lanka how should they behave as India’s neighbour, has little modifications to do to recalibrate its position in post war Sri Lanka. However, US-EU geopolitics have long term goals in the region that includes India as part of the framework to ensure protection to Western interests of containing China.

China Containment

China is a power house just emerged and consolidating its gains by becoming the factory of the world supplying to global demands beyond the capacity of the US-EU in world trade. Industrially growing China is also growing militarily building capacity to project power from regional reach to global reach. As a result security concerns to China is also rising and as a solution to which it has come with a security strategy of tying several countries through its ‘String of Pearls’ and ‘Maritime Silk Route’ projects to counter any emergent threats and to ensure energy security to sustain its growth as an emerging global power.

Emerging China is perceived as a threat to US-EU and Indian interests in the region and Sri Lanka being in the heart of the energy highway is sucked into geopolitical grand plan of the West. Therefore they are building leverage to effectively control the destiny of Sri Lanka to meet their geopolitical objectives in the region, similar to what India did in the past.

Post War North-East merger

More and more interest to merge the East with the North is shown by US-EU more than India. Paradigmatically, it is history repeating. This time it is not India but the US-EU. The Tamil community similar to once reposed all their trust on India to give them Eelam on a platter are unfortunately this time trusting the US-EU axis to help them deliver a merged North-Eastern province. The GOSL is under severe pressure from US-EU the so-called International Community than India for this merger. The dark history of war, human rights record of Sri Lanka and lack of good governance and transparency are used as tools to gain leverage to interfere in Sri Lankan internal affairs to achieve their geopolitical objectives.

Similar to Sri Lankan Tamil refugees in India became tools to Indian intelligence to infuse militancy in Sri Lanka and then achieve their geopolitical goals, the US-EU axis is using diaspora Tamils, Sri Lankan Tamil leadership and the community as a whole to be instrumental to achieve US-EU geopolitical objectives in the region by pressurising the GOSL to merge North-East as a semi-autonomous entity.

Shifting Loyalty

Last few decades of Indian manoeuvre in Sri Lanka made Sri Lankan Tamils to perceivably shift loyalty to Mother India based on the myth of perpetual Indian succour, sustenance and security which India betrayed upon achieving its geopolitical goals. This time too they are in for shifting loyalty to US-EU to help them to deliver a merged North-East on the presumption that merger will give ultimate solution. It may give a niche for Tamil elites to enjoy the perks of leadership uncontested by other communities but would not possibly solve the national problem by keeping a sizable Tamil speaking people outside the North-East.

The merger, more than solving the problem of the Tamils or of Sri Lanka as a whole, would potentially create a threshold in the merged entity for advocacy and perpetuation of western interest based on shifted loyalty. A danger equally harmful to national security as secession.

North-South Divide orchestrated by geopolitics

Sri Lankans are neither pro-China nor pro West. Sri Lankans are not appreciators of western machinations in global politics. Western intrigues in the world scene under the cover of democracy destabilizing nations for geopolitical advantages are a known phenomenon. They are suspicious of their moves in Sri Lanka too. Their coalition with the Tamil diaspora and resultant shifting loyalty is seen too dangerous a road to tread.

Creation of a merged entity with the coercion of the International Community will divide Sri Lankan society on Pro-China-Pro-West basis leading to north-south divide where the north would become a threshold for furtherance of China containment policy: a gratuity to the West caused by shifted loyalty. As a consequence, the south would become pro-China and anti-west resulting in western geopolitical conflict metamorphosing as national conflict to perpetuity. Best answer for peace in Sri Lanka is to keep geopolitical factor out and find local solutions through human integrity, decorum and good governance and make Sri Lanka a neutral country free of geopolitical entanglements.

Calm amidst Chaos: A Precondition for Success

Change that are enveloping mankind today are exponentially increasing the levels of threat, stress and despondency in everyday affairs. Day to day living hence has become a battle belittling priorities of the purpose of life. ‘The mutual rivalry for piling up (the good things of this world) diverts you (from the more serious things), Until ye visit the graves.’ (Qur’an 102: 1-2) The Qur’anic warning bells were ringing ever since it was revealed to bring man to senses of the purpose of life in preparing for the ‘akhira’.

Human life has turned from a very simple to the most complex web of activities entrapping man similar to how spiders are caught in their own webs. Human ingenuity, innovations and investments to make life comfortable has built a complex system around at the cost of the primary purpose of life for which he was destined to live on earth as a temporary sojourn. Today life of man is threatened by his own systems which he created to comfort him but results in driving him to oblivion about his real purpose of life.

Ingenuity and innovations of man has impacted and reshaped his physical, social, political, moral and spiritual landscape. The changes brought about of which has resulted in uprooting him from cosmic connections of being a Vicegerent of Allah to becoming a slave of man-made systems. His bindings with the systems he created is causing peril to his present life as well as the life hereafter.

The sufferings of mankind is not God-Made but Man-Made. Human deviations from the nature and purpose for which they were created, their failure to embark on the franchised mission of functionary as the ‘Vicegerent of Allah Lord of the Worlds’ has made them self-harming and destructive of the planet earth.

Today this systemic failure is driving humanity and the planet to the tipping point of destruction. Their failure to grasp the God-given primary responsibility has left them with no leash to restrain them in their destructive path. To answer the negative effects of the systemic anomalies they created, they are coming with a variety of innovative solutions which are again becoming thresholds for a new cycle of problems. This will be cyclic until either man realizes his follies and go back to seeking guidance from God or marching towards nihilism. (It is) a Day whereon Men will be like moths Scattered about’ (Qur’an 101:4)

Human civilization as every one of us know started in the river valleys where human settlements over time graduated to become nations and tribes forming their own social, political and administrative systems to govern them. The drivers behind emergence of these civilizations are their elites and the powerful. They controlled their society and enslaved them to build towns and cities and other ephemerals of life to their whims and fancies which came to be known as civilizations. These civilizations emerged resulting from the fusion of ruthless domination of the society by the elites and perpetual slavery of the subjects. The nature of civilization was such that one class of people served the other class on a Master-Slave relationship.

Nile, Hwang Ho, Indus Valley and Euphrates & Tigris in Mesopotamia were the places where civilizations started. This brings to question from what and where Islamic Civilization started? Islamic civilization does not have any of the attributes of the alien civilizations in terms of its social, political and administrative systems and governance but it built towns and cities and other ephemerals of life to comfort mankind. It is not based on the whims and fancies of the elites and the powerful in society but on the dictates of the Guidance from the Qur’an and the guidance of the Prophet. As opposed to other civilizations, it was not based on master-slave relationship instead it was based on the Mastership of Allah, the Lord of the Universe and Vicegerency of man which considers brotherhood/sisterhood of man/woman as fundamentals of human coexistence. Islamic civilization was not born on river valleys like other civilizations. Instead it emerged from the inspirations of the Qur’an and the guidance of the Prophet in building a civilization on the bedrock of faith in the Lordship of Allah. It is a civilization of thoughts that influenced other departments of human life in Muslim society.  It is an epitome of a civilization that thrived in harmony with the Creator, Creations and the humanity. It is a civilization of submission to the Lord of the Universe and a real testification of the Vicegerency of man on earth as its trustee.

Modern civilization is the continuation of the civilizations of the old but in the interim period of its evolution, its conflicts and conciliations with Islamic civilization led to fusion of thoughts to metamorphose old civilizations as modern through renaissance, rationalism and a host of rebellions and revolutions changing the master-slave formation of society and values to socialism, capitalism, dictatorship, democracy and liberalism etc. today.

Contemporary civilization is a mixture of everything but the domination of the powerful and the servitude of the weak has not undergone change. Today all political cultures and social values though intrinsically seem liberal but subjugatory and survitudinal to some form of power that enslaves. In other words, man is not free and yet under fetters and his ignoramus nature make him believe that he is living in the pinnacle of freedom.

Today, ignorance and heedlessness are the enemies of man. The systems that keeps him in perpetual bondage of ignorance are the avatars that he pays obeisance to. The system does not allow any thoughts from enlightening him to wean away from his ignorance and resultant servitude to avatars. The avatars are the powers that enslaves us today. The Qur’an depicts such powers as the ‘Thaagooth’.

In the set of mankind, Muslims are a sub-set. Any sufferings that mankind undergoes, the Muslims would also undergo as a result however much they play safe. Similarly like in the past as with Islamic civilization, Muslim assertion to influence thoughts to liberate mankind from man-made shackles will be considered the ‘forbidden thing’ and as enemies by the avatars that control humanity today.

Fundamentally, Muslims do not pay obeisance to these avatars as demi-gods, instead obeisance of Muslim is to the Lord of the Universe who has sent guidance to mankind to lead a life free of human bondage to man. Therefore, these avatars who are controlling the lives of humanity will not cease until Muslim pay obeisance to them or become one of them.

In the so-called modern civilization, there is no country, society, community, family or individual free of conflicts and destructions. Man has become like a hunted dog running helter skelter seeking safety against that chase but his frailty renders his senses benumbed by short-term taste of life thus becoming prey to human vultures.

It is the duty of the Muslims to understand their world views in the perspective of the Qur’an and the guidance of the Prophet and prepare themselves to enlighten and liberate mankind from all forms of sufferings, oppressions and servitude. In the process, their lives will be disturbed and agitated by the avatars seeking obeisance but only true believers would withstand such trial. Muslims must learn to be calm amidst chaos and lead their life normally amidst challenges. Allah Swt is the Programme Manager of all affairs and He gives success and prosperity only to whom He will and put trials and tribulations to help reform.

The Mega Polis: The Good, The Bad and The Ugly

Mega polis is an election pledge of the Yahapalanaya government. It will contribute to development in the Western Province and bring infrastructure, housing, transport and other facilities whilst increasing employment opportunities. What is Mega polis?  Mega polis is agglomeration of cities and town forming a Mega City capable of holding a very large population. It is estimated that the Western Province population will increase to eight million by 2030. Therefore, the Mega polis is formed by stitching together Colombo, Gampaha and Kalutara districts by interconnecting them with efficient networks of rail, road transport and other infrastructure facilities to increase efficiency, productivity and comfort to people. This will take urbanization to remote areas and change lifestyles and environmental character of the region. It’s a very large project that would reshape the entire Western Province and cause major changes in economics, politics, demography and the physical environment. Economically it can spur major developments and politically it can reshape the current morphology due to relocation of people. Pockets of minority concentrated areas can get diluted. This can have good and bad implications to the environment, economy and the society, therefore, this need to be managed cautiously. By definition, any project more than one billion dollars is a mega project and this project costs several billions over the next fifteen years. These are so huge projects that make us believe that ‘it won’t fail. Quite contrarily, if it fails, it would be a Mega Failure tormenting the country for long time to come. The Good: The Mega polis can take us out of the current stagnation of our economy and society. Development starved country affected by the three decades war and consequent stagnation is a barrier to growth. The rise in population growth over the last three decades, rise in educated population and per capita income increase has not been compensated by housing, social infrastructure, efficient transport and other facilities and employment opportunities to the bulging youth population. These are major socio economic issues challenging the post war Sri Lanka. Therefore development of mass housing projects, social and economic infrastructures, transport networks, schools, hospitals and industrial developments are priorities that Mega polis can potentially deliver. The Mega polis dream is very sweet but there is a sour side too to this. How are we to finance these projects? Does the government have money to invest? Can foreign direct investments (FDI) in the Mega polis really benefit us or will it be like the Hambanthota Harbour, the Air Port or Colombo Port City are major questions the advocates of Mega polis must explain to people. The Bad: Some cities are grown and some are planned. Colombo is 500 years old; it is a planned and grown hybrid city. Colombo centric economic policies of the successive governments, three decades conflicts and internal migration for economic and security reasons have increased population in the Western province beyond its bearing capacity. Therefore Mega polis is considered a solution possibly without exploring the alternatives of decentralized economic policies, efficient linking of other cities with Colombo and strengthening law and order to increase physical and economic security to stem the tide of internal migration. Evolution of cities take time, this supplemented with planned approach require a minimum of 25-30 years for sustainable growth. Accelerated projects like the Mahaweli and implemented within 15 years can have environmental, social and economic repercussions which no one is in a position to predict now. These repercussions can be costlier than the solution provided. This can potentially expose us to hitherto never experienced problems of: Catastrophic Environmental Problems: Climate Change and Environmental problems are modern phenomenon exacerbated by industrial growth and unsustainable development practices. Our present environmental regulations are out of date and need upgrade to respond to new issues of air, water, dust and noise pollutions etc experienced in other mega cities. It has to be equipped to address the issues of solid waste, construction waste, industrial waste management, sewage, waste water, and drainage and flood control. It has to protect marine resources, Greenfield (unpolluted lands) and low-lying areas against pollution, over abstraction and reclamation caused by new developments etc. New Environmental Management Systems must be placed and the concept of ‘Polluter Pays the Price’ be implemented to penalize environmental polluters in the process of development. Without these being addressed and environmental regulations upgraded, the Mega polis development can lead to environmental disaster. Gentrification: Meriam Webster Dictionary defines it as ‘the process of renewal and rebuilding accompanying the influx of middle-class or affluent people into deteriorating areas that often displaces poorer residents’. In the name of development the city’s poor can get displaced, disposed and marginalized further and they can be planted in the fringes of the city without proper housing. City development in our recent past as seen at Slave Island and Mattakuliya and the people living in the old parts of the city and poor in the shanties were displaced and dispossessed to make room for new developments without uplifting their condition by providing affordable housing. Instead, houses built in those places were provided to people who are alien to the area. We also witnessed this in the Colombo Beautification Project spearheaded by the previous government where social infrastructure facilities like parks, grounds and shopping and entertainment spaces were upgraded to serve the elites in the city which effectively made the city’s poor out of bound to these facilities.  Valorization is ‘Increasing the value of capital assets through the application of value-forming labour in production.’ This increases artificially the value of real estate making it beyond the reach of the average city dweller. This leads to commodification of urban space influencing the original city dweller to emigrate to allow space for new class of people to occupy the city. Valorization cause ‘housing stress’ where there will be houses in the market but beyond the purchasing power of the average person.  Sustainability: The ‘business as usual way’ of development is unsustainable. It exacerbates the impact of climate change and global warming, harms the environment, economy and the society. It is imperative to reduce carbon footprint, manage ecological resources efficiently, use renewable energy and design and build efficient and smart buildings and infrastructure that use less resources and does more work. Achieving sustainability goals require lifestyle change towards Circular Economy, reducing waste and getting away from consumerist culture. These require sustainability education to influence behaviour change to make individuals, families and the society to live within limits of the ecological carrying capacity. Maga polis if implemented in the ‘business as usual way’ can do more harm than good. The Ugly :  Neoliberal economy, which is an extreme form of Capitalism, is the driving force behind the Mega polis. In this system, predatory capitalist investors’ focus only on profit and the whole Mega polis would potentially become their real estate depriving the average citizens to the margins of society. This means, the society would become more class based with a wide rich-poor gap. The sustainability of the city would diminish if the poor who are currently enmeshed within the city fabric and are serving it with ease being an integral part of the city structure. New developments and relocation of the poor to the fringes of the city would render uneconomical to them to reach the point of service in the city. This can potentially increase unemployment. This can in the long run make the Mega polis unserviceable. Also the attendant neo-liberalism may contribute to quasi slavery, increased poverty, violence, drugs, human trafficking etc as happening in other parts of the world.  The leaders of this country have a moral obligation to the citizens to find solutions to our problems with foresight and to see that today’s solutions do not become tomorrow’s problems. The citizens too have responsibilities to understand the implications of changes that are taking place in the country and to see that the solutions offered are appropriate to our conditions and are not blindly imitated.

Invisible Muslims and the Islamophobia Factory

Day in and day out Muslims are becoming invisible. The process of manipulated information and disinformation dished out by the Islamophobia factory is almost painting the 1.7 Billion Muslims as terrorists, trouble makers and unworthy people. This rendering is making a 1/4 of the world population invisible. Why invisible is because Islamophobia wants to remove any positive idea about Islam and Muslims from the minds of mankind and to make their presence unfelt. Muslims are everywhere and living among every community in the world. Their invisibility stems from the media image created by the Islamophobic factory which profiles Muslims as something ‘they are not’ or as being not part of humanity. The humanity side of Muslims is covered up by the Islamophobic media and the reactions of the Muslims to oppressive world events are shown as a roused beast about to harm the whole of mankind. Through this media strategy, effectively the humanity and the positive qualities of the Muslims are covered up preventing the rest of mankind from knowing the truth.

Islamophobia factory has a dire need to profile Muslims as ‘other than humanity’ because Muslims do not subscribe to their decrepit moral values, political hegemony, exploitative economics etc. Muslims don’t agree with them about commodification of mankind, Israeli occupation of Palestine, Military Industrial Complexes, profiteering from human flesh industry and pornography and destroying the environment of the 3rd world for their profits etc. Through these ventures they mint billions of dollars profiteering from the misery of mankind. Muslim rejections of these are a threat to their profiteering. Therefore Islamophobia factory targets Islam and Muslims for their staunchness in their stand against the status quo. Hence they are treated as terrorists and bombed out to the Stone Age. Afghanistan, Iraq, Libya and Syria are good examples of how many powerful western countries in coalition bombing a single country at a time. Is it to save the world from terrorism or to silence the Muslim world from challenging them and the status quo with alternative thoughts and means?

Since 14th century with the rise of the western colonial powers Muslims are the only society that lost the war but the battle goes on against colonialism and imperialism. Socialism challenged western imperialism but it succumbed to western pressure and later metamorphosed to become another hegemonic imperial power that died with the collapse of the Soviet Union. Muslim societies, in spite of being colonized both militarily and mentally by the west, be they capitalism or socialism, a vast majority of the Muslims still resists colonial imperial hegemony even up to this day. This opposition to the status quo stems from the Qur’anic thoughts of standing firm against injustice and exploitation; it considers harming man equivalent to harming the whole of mankind. The Qur’an considers mankind as a single entity and Allah Swt the Only Lord worthy of being worshipped. It considers injustice, oppression, exploitation and debauchery heinous sins a believer should resist. Bulk of the world Muslim population hold firmly to these thoughts and are devoutly prepared to stand against these evils in society. In response to these challenges they devoutly struggle to recreate a socio-economic and political order and a structure of society based on Islamic value systems as a response to exploitative neoliberal capitalist political structure of power that is rendering the world unsustainable. This is more so the reason  than anything else why the Muslims are targeted, profiled and made invisible so that the rest of mankind can be insulated and blinded against spread of Islamic thoughts giving mankind a liberation ideology.

Soviet occupation of Afghanistan, collapse of the Soviet Union, emergence of Taleban and Al Qaida, animosity of people to despotic Muslim governments propped by the so-called western democracies, Israeli oppression of Palestinians and telltale marks of Israeli influence on western foreign policies of targeting Muslim countries and societies through war on terror on one side. The western propounded neo liberal economics, their greed to possess sources of energy and oil wealth to keep their economies prim and proper, exploitation of the world economy marginalizing the world population driving poverty, homelessness, conflict and violence for profit on the other hand are the drivers creating the cauldron of conflict. These prick Muslim conscience to resist all forms of hegemony and exploitation. Islam considers fighting exploitation and hegemony a religious duty. It is religious for Muslims to stand up against what is exploitative, discriminatory and unjust irrespective of whom the perpetrator is. This stand of the Muslims irks the exploitative powers that are making them to call Muslims the terrorists. This is similar to the west fear mongering about communism during the Soviet days.

Politics, Business, Military Industrial Complex and Media are the quartet of the global power structure.  Executive, Legislative, and Judiciary arms of the system of governance are murkily subservient to the quartet and therefore the effectiveness of the executive, legislative and the judiciary is impaired by the influence of the quartet of power. In this scenario, the innocent, ignorant, educated and indoctrinated frog in the well citizens see only the puppets in the parliaments but not the puppeteers from the quartet operating behind the curtain. Therefore an average citizen is befooled and deliberately misguided by the wested media to play to the agenda of those who call the shots both locally and globally controlling power.

The media manipulates the language. If some harm is done by their cohorts they are portrayed as accidents, collateral damages and human errors and if done by others as terrorism, crime against humanity, genocide etc.  Garikai Chengu in an article titled “The Rise of the American-Muslim Totalitarian State” says “The media determines our language, our language shapes our thoughts, and our thoughts determine our actions. Language is the fulcrum of a society’s perception. Whosoever controls the public’s language, controls the public’s perception. He further says that “The corporate elites who sit on media editorial boards control said language. In 1983, fifty companies owned ninety percent of U.S. media. Today, only six media giants control a staggering ninety percent of what the American public listens to, reads, and watches. “Think of the press as a great keyboard on which the government can play,” once remarked Joseph Goebbels, Nazi Germany’s Minister of Propaganda.”

In an environment of Islamophobic media assault on Muslim image,, what can the Muslims do? Try to shut the big noise or make their voices heard by ordinary people in their locality to make them understand the reality. This local action would lead to influence the world by collective efforts of the oppressed people. The Sunnah set the base to fight this challenge by exhorting us to build intimacy with the neighbors by building good neighbourly relationship, effective communication, chivalry and philanthropy. The Qur’an posits Serve God, and join not any partners with Him; and do good—to parents, kinsfolk, orphans, those in need, neighbours who are near, neighbours who are strangers, and the companion by your side, the way-farer (ye meet), and what your right hands possess: for God loveth not the arrogant, the vainglorious.” (Quran 4:36). Similarly the Prophet was asked, “Who is a neighbour?” He answered, “Your neighbours are 40 houses ahead of you, 40 houses to your back, 40 houses to your right, and 40 houses to your left.” (Mursal hadith, narrated by Al Basri). How many neighbours do we know?, how many neighbours have we built communications with? According to the above Hadith, neighbours make about 160 families and about 800persons minimum. If we have built our neighbourly relationship as dictated in the Qur’an and the guidance of the Prophet, a single Muslim can influence a whole neighbourhood and impair the effects of Islamophobic media. Instead we can cause major changes in the world by building better understanding? Which path we are taking determines our future? Our future not lies in weapons but in building human conscience against oppression and injustice.“Day in and day out Muslims are becoming invisible.

The Qur’an posits “Serve God, and join not any partners with Him; and do good—to parents, kinsfolk, orphans, those in need, neighbours who are near, neighbours who are strangers, and the companion by your side, the way-farer (ye meet), and what your right hands possess: for God loveth not the arrogant, the vainglorious.” (Quran 4:36).
Child Abuse, Rape and Murder: Is it a media manufacture?

Child abuse, rape and murder are becoming rampant in our society. For most of the other social ills, politics, economy and the way people respond to combination of socio-political and economic anomalies are blamed. Contrary to this, rise of child abuse, incest, rape and resultant murder is escalating more than the other crimes influenced by socio economic and other factors is a new phenomenon. Studying this phenomenon in retrospection reveals that in addition to the decrepit moral and social ambience prevalent in our society, the print, digital media and the internet are also major influencing factors exacerbating this.

Moral decadence affecting the social edifice is a common feature today in every society. This in particular is due to secularization of society which makes ethical and moral values off the agenda in the present day discussions. The society is sliding towards secularism and atheism. As a result, ethics and morality are thrown out together with religion like throwing ‘the baby with the bath water’. Secularism though coined for political purposes to fight religious oppression in the western societies has more or less atheistic influence as a result. The heart that does not believe in god or any moral authority cannot be expected to leash lust purely by conscience and instinct. Compounding this, hedonism and materialism accompanying secularism as a corollary tends to narrow human relationship between each other to mere physical contacts without moral and ethical decorum like animals as opposed to dignified human relationship built on ethical and moral boundaries and values respecting family, community and society. Even respectable people with religious conscience do fail due to human frailty by the impulse of lust but feel remorseful after perpetrating such an evil act. This in the case of an atheist would have no remorse. In the case of the secularism bordering on atheism, conscience and moral values are disabled by hedonism and materialism thus making man or women to behave worst than animal. Materialism, hedonism and lust unleashed would not make one feel the moral compunction of harming the other. Incredibly, this is our emerging culture built on atheism and hedonism in the name of secularism. Moral and religious values are downgraded in the name of freedom, secularism and modernity. In this state, man or woman sees the other merely as the opposite sex worthy of enjoyment without any trappings of status, relationship, human bond or fraternal responsibility. Men and women carries multiple identities in the family like father, brother, uncle, cousin vice versa and in society as responsible adults to whom young adults and children look up for support and guidance are betrayed and their future destroyed by the depravity of the people who are expected to protect and honour the young and the weak in the society. As a result of this phenomenon, our society has descended below that of the animal kingdom, where you see animals only mate seasonally within their species and with the right partner driven by their animal instinct. Whereas the behaviour of men and women has stooped so low rendering the human species vulnerable from each other’s harm.

Sexual depravation destroys the boundaries of family and society and as a result destroys the very foundation of human society. Like the contemporary economics and business built around profit making,  family and social relationship too is coming to be built around lust and hedonistic relationship than dignified family or status relationship build on ethics and morality. Failure to leash the impulse of lust and diminution of dignified and respectful relationship to a mere physical contact free of human love and emotion builds the threshold to the sexual anarchy that we see in our society. It is in this background unnatural sexual relationship like incest, homosexuality and lesbianism finds space. Similarly, child abuse and rape are results of this misadventure of culture influenced by secularism.

Atheism, ethical, moral and religious vacuum caused by secularism in the present society is worsened by the market economy that is purely centred on profit making even at the cost of human lives and the society upon which it operates. In this background, profit centered ventures are many that contributes to this ever growing sexual anarchy. Print, Electronic media and the internet, had they been responsible knowing the already vulnerable state of the society, they could have positively influenced to build a better society. Deplorably, they are part of the problem. Today every segment of the society is enveloped by some kind of media either print, electronic or the internet. The print media having known the depraved taste of the people, instead of giving positive information about responsible and moral lifestyle, are feeding the people with daily dosage of sexually exciting and near pornographic materials to a niche market to increase their circulation and profit. Similarly the electronic Medias of radio and television have talk shows, tele-dramas and programmes that encourage eroticism and excite the libido etc. Compounding this, the internet has become the one stop shop for all and sundry where pornographic materials are dished out in respect to diversities of depravity to suit age, taste and assortments of pornographic materials freely as well as for subscriptions. These are billions of dollars worth businesses parasiting on the innocence and ignorance of the general public about the cumulative effect on them and the society.

The combined effects of the print, electronic media and the internet are influencing child abuse, rape and murder. The exposure to the daily dosage of inflammatory pornographic materials of varying shades planted on fragile minds already free of moral trappings makes the right recipe for the rise of child abuse, rape and murder. The billionaire media moguls are scot free of the complicity in crimes. Their predatory media businesses are growing and gobbling up the society whilst the poor citizens are becoming unwitting victims of social-environmental pollution caused by unethical irresponsible businesses corroding the social/moral fabric of society for their profits.

The state and the society must address this problem urgently. Punishing the perpetrators is one aspect of it but that does not suffice to answer this problem seen as a tip of the iceberg. We need holistic responses that address the cause and effect of a problem. Fragility of human behaviour is nature which is universally controlled by effective moral education, deterrent punishments and social conventions. Punishing the perpetrators alone does not solve the problem unless the causes that influence these are holistically addressed.   The causal factor is the unethical media industry and the internet in the hands of the predatory capitalists. The government must address this by establishing code of good practice for media about expose and display of sexually exciting or pornographic materials injurious to social and moral health of society. Today these are displayed in the name of art and culture which are so alien to our society. A deeper scrutiny of the print media would also reveal that in the name of art and culture certain print media carry materials eulogizing depraved sexual behavior of the celebrities etc influencing our citizens to emulate. Similarly the internet dishing out pornographic materials, the Sri Lanka Telecommunication Regulatory Commission (TRC) should shut the pornographic websites and domains that functions as the conduits corroding the social health of the country. As a responsible state regulatory body in the good interest of the citizens, the TRC must act together with the other state organs to fight this menace of child abuse, rape and murder before it grows in to an epidemic proportion.
